After her graduation from Leavenworth High School, Kansas in 1990; she completed her university education at the Faculty of Economy and Administrative Sciences, Eastern Mediterranean University in 1996 and her master’s degree at the Faculty of Economy and Administrative Sciences, Hacettepe University in 2000. She is still working on her PhD thesis called ‘Economic Securitization and TRNC’ under the Political Economy PhD Program that she started in 2011 at the Cyprus International University. She participated to several trainings in countries like USA, England and Israel on economic development, entrepreneurship, SME support schemes.
In 1996, she started her professional career at Halkbank in Ankara as Assistant Specialist under R&D Department. During her time in Halkbank, she worked as Deputy Manager and General Manager Advisor between 2000-2003; Rationalization and Coordination Deputy Manager at the Directorate of Organization Department between 2003-2005; Department of Product Development at the Directorate of Promotion and Marketing Department between 2005-2006 and Famagusta Branch Deputy Manager between 2006-2008. She was also a member of ‘Public Banks Restructuring Committee’ under The Undersecretariat of Treasury and Foreign Trade of Turkey; a member of “Regional Development Project” team under the Ministry of Industry and Trade of Turkey - Small and Medium Scaled Industry Development and Support Directorate (KOSGEB) and also worked as an Advisor for Promotion and Regional Development Project.
Upon starting to work in public sector by 2008 under TRNC Deputy Prime Ministry and Ministry of Foreign Affairs, she facilitated the establishment of SME Development Centre (KOBIGEM) under TRNC Ministry of Economy and Energy and the associated system. As KOBİGEM Coordinator, she worked towards the establishment of technical and financial support schemes for local investors that contribute and enhance SME investment environment; the establishment of SME Data Bank; the organization of trainings on project Development, Start-up processes, Support Schemes available in TRNC, Strategy Development and Project Management etc.; the establishment of TRNC Sustainable Economic Development Strategy while acting as a committee member in the support and evaluation of EU Grant Scheme Planning and a real sector representative at the committee meetings of Ad-Hoc Committee held at the Buffer Zone, EBRD and World Bank. With regard to the TRNC programs, Ebru Kaptan Sertoğlu contributed to the planning, execution and supervision of SME Finance Schemes, the development, adoption and monitoring of the procedures and principles for the Enhancement of Competitiveness in Industry, Improvement of Tourism Potential and Rural Development Grant Schemes and the development, signing and execution of cooperation protocols with KOSGEB, the Chamber of Shopkeepers and Artisans and Investment and Development Agencies in Turkey.
She is still the Director of the Cyprus Turkish Investment Development Agency upon her appointment in October, 2018.
